Best COI Tracking Software in 2026: An Honest Comparison

There is no best COI tracking platform — there's a best one for your vendor count. Under 25 vendors, a free tier wins. Between 25 and 300, the platforms that publish pricing win by default, because the rest have annual minimums that exceed your whole budget. Over 500, the enterprise platforms finally earn their contracts.

Best for: small teams who want a working system this week.

The only platform in this comparison with a permanently free tier — up to 25 vendors, no credit card, explicitly not a trial — including AI extraction, automated requests, and deficiency notices. Self-service is $0.95 per vendor per month; full-service is $17.80 per vendor per year with a $10,000 annual minimum.

If you're a 10–50 person GC with 25 subs, this is the honest starting point, and it costs nothing to find out.

CertFocus by Vertikal RMS

Best for: 1,000+ vendors where per-unit cost dominates.

Publishes $6–$8 per vendor per year self-service with unlimited users — among the lowest published rates anywhere — but gates it behind a $7,500 annual minimum. Full-service is $13–$29 per vendor location per year with a $10,000 minimum.

The minimum makes the economics invert at small scale: at 50 vendors you'd pay roughly $150 per vendor for a product advertised at $6.

illumend (formerly myCOI)

Best for: enterprise compliance teams across multiple industries.

myCOI rebranded to illumend in 2026 — its site says "meet illumend, from myCOI," and the old pricing URL redirects there. Sixteen years of compliance data behind an AI-native rebuild, with insurance professionals reviewing certificates rather than software alone.

No published pricing; the primary CTA is "Schedule Demo." Third parties estimate $30–$60 per vendor per year with a 200-certificate minimum — unconfirmed by the vendor, and sourced from competitors' comparison pages.

TrustLayer

Best for: teams that value interface quality and have engineers.

Modern UI, a no-login vendor experience (a real advantage — vendor portals are the most-complained-about feature in this category), a large pre-populated vendor network, and an API-first design.

No pricing page; /pricing 404s and the FAQ directs you to a demo. Reviewers also note it verifies certificates rather than your specific contract requirements, so a vendor can read as compliant while missing an endorsement you require.

Jones

Best for: real estate and construction portfolios.

Focused on property managers and construction, commonly described as serving 500–5,000 certificates. Pricing is reported as square-footage or project-based and is not published.

SmartCompliance

Best for: brokers and mid-market.

Positioned toward brokers and insurance consultants as well as end clients. No published pricing; third-party estimates put it at $40–$80 per vendor per year, unconfirmed.

What none of them do well

Three gaps are consistent across the category, and worth knowing before you buy anything:

1. Verifying a certificate without an account. Almost every platform requires signup or a demo before it will read a single COI — which is exactly the moment you most want to test whether the tool works.
2. Checking contract requirements rather than certificate validity. A COI can be genuinely valid and still fail your contract. See certificate holder vs. additional insured.
3. Chasing the right person. The subcontractor can't fix a certificate; their agent can. Systems that email the vendor just add a hop.

How to actually choose

1. Count your vendors. Under 25: free tier. 25–300: published-pricing platforms. Over 500: run the enterprise evaluations.
2. Email for the annual minimum before booking anything. One line, and most of this list answers itself.
3. Test on your worst certificate, not a clean sample.
4. Score the deficiency catch and the evidence trail, not the feature matrix.
5. Ask who gets chased when a certificate is wrong.
